In de jaren zestig kreeg de oorspronkelijk uit Amsterdam afkomstige Le Roy van de gemeente Heerenveen een stuk plantsoen aan de Kennedylaan ter beschikking om zijn ideeën over de juiste verhouding tussen mens en natuur in praktijk te brengen. Hij verwerkte hier veel restmateriaal van stratenmakers en bouwde er stapelmuren, zonder gebruik te maken van cement. Dit moest een uitgangssituatie bieden voor de natuur om het weer te begroeien. De tegenstelling van deze tuin met de keurig aangeharkte en gemaaide gazonnetjes leverde hem de bijnaam "wilde tuinman" op.
Het ontwikkelen en realiseren van dit circa een kilometer lange park heeft in ruim 40 jaar diverse fases doorgemaakt.

Behoud en doorgroeien van dit unieke park,
Van de pioniersfase die intensief begeleid werd door Louis Le Roy (1968 - 1990), tot een fase waarin niemand zich eigenlijk meer actief in het gebied werkzaam was (1991 - 2004), tot een hernieuwde belangstelling voor dit bijzondere stuk openbaar groen sinds de ondertekening van een 100 jarige (!) contract tussen deStichting Tijd en de Gemeente Heerenveen in 2005.
De doelstelling van de Stichting Tijd is om er voor te zorgen dat de Le Roy tuin zich de komende generaties kan ontwikkelen volgens de ecokathedrale manier van werken.

Dit houd in dat er geen tijdslimiet voor het project is, dat er alleen aan wordt gewerkt door mensen die dit op vrijwillige basis doen, en dat er uitsluitend met vrije energie (dus zonder machinale hulpmiddelen) gewerkt wordt. Dit gebeurt o.a. door het stapelen van klinkers, trottoirbanden en tegels waardoor hoogteverschillen ontstaan en ruimtes waar kleine dieren zich kunnen ophouden. Doordat de mens minimaal ingrijpt, is er op de plek de afgelopen jaren een uniek microklimaat ontstaan, waar unieke planten en dieren voorkomen.Ook de toekenning in 2012 van de status "Cultuurhistorisch monument" geeft aan dat de gemeente zich wil inzetten om dit gebied op een goede manier te ontwikkelen, dat wil zeggen eindeloos in de tijd, en met hulp van omwonenden in samenwerking met de gemeente.
