John Ancrum Winslow joined the navy as a midshipman on February 1, 1827 and was commissioned a lieutenant on February 9, 1839. He served during the War with Mexico at Tabasco, Tampico, and Tuxpan, and was present at the fall of Vera Cruz. Afterwards he was given command of the schooner USS Union. During the Civil War he commanded of the steam sloop of war USS Kearsarge and achieve victory at Cherbourg, France over the Confederate sea raider CSS Alabama in 1864.

A 96" by 33" relied sculpture of Rear Admiral John Ancrum Winslow was created by William Couper in 1908. Admiral Windslow is shown in full length profile wearing a Civil War naval uniform. He is standing with his right foot in front of his left foot and with his right hand on the top rung of a railing. He is holding a pair of binoculars to his left hip with his left hand. and his left hand.

The base of the sculpture is inscribed:

BORN NOV. 19, 1811 - DIED SEPT. 29, 1873
EVER VICTORIOUS FOR THE NATION HE ADDED IN BATTLE FOR THE
UNION. AS COMMANDER OF THE KEARSARGE PECULIAR LUSTRE
TO THE ANCIENT SERVICE OF MASSACHUSETTS ON THE SEA.
