Evacustes A Phipson was born Edward Arthur Phipson in 1854 in King’s Norton. He changed his first name to Evacustes, a greek word meaning easy listener. He emigrated to Australia, but returned in 1889 to earn his living as a painter. He produced many paintings of local scenes across Britain. He died in Rye in 1931.
Surprisingly little has changed on St Andrews St since 1880. The building at the centre of the picture is the oldest building in Hertford, now half timbered rather than rendered. St Andrews church is to the right of the picture. The painting is a watercolour and is in the collection of St Albans Museum.
