Beautiful green space inside the city. I can not find city of county information on the park itself
Seems it is just what it looks like, a green space square.

"This fine bronze statue was dedicated to the memory of General Price by the State of Missouri and the people of Chariton County in 1915. Price Park also includes the classic old-time bandstand, evoking memories of summer concerts and ice cream socials." ~ Keytesville Tourism
