The family of the victims organized the collection of money and the building of a monument. Thirteen people were shot and four wounded by Jiverly Antares Wong. They were at an English class at the American Civic association. Wong had also been a member of the class. "The American Civic Association in Binghamton provides citizenship, cultural, and language assistance to the local immigrant community." Roberta King was teaching the class. The students killed were from around the world; China, Pakistan, Brazil, Vietnam, Haiti, Iraq, and the Philippines. Another worker killed at the Civic Association was from Ukraine.
The monument has a pillar at the center and poles with birds, that are lit up at night. Each of the victims' names are on the monument. The park is close to where the killing happened, just north of the Civic Association on Front Street.
