Though the bench does not list the last name of the honored, it is in a section of the cemetery that has a lot of graves of the Rainwater family, and a search of FindAGrave tells us that the only Bob and Sandy husband and wife are Bobby and Sandra Rainwater. The dedication on the bench lists the children and grandchildren.
