The Plains Public Library is located at 108 Railroad Avenue/Highway 200 next to the Mangy Moose Mercantile Garden Center. There is a lovely and tranquil park with a nice water feature in front of the library.

We assume that the purpose of this park is to provide a peaceful and shaded little spot for a quiet read. There have been four benches placed in the park in strategic locations for readers to use. There is also a small waterfall spilling down a hill made of flagstone and larger rock. At the base of the waterfall is a small pond surrounded by rocks. There is more rock work throughout the park with plantings and low shrubs scattered about. It's a very calming and peaceful little Shangri La.

To the side of the library is a grassed area with large shade trees with a bench under one. In the grassed area is the library's sign on a large boulder with a silhouette of a horse rearing up. The symbolism of the horse lies in the fact that the area was once called "Horse Plains" and has been incorrectly called "Wild Horse Plains" as well.

The park, in a lesser form, was established shortly after the library moved to this building in 1985 and was updated and the pond installed in 2005.
