Edward Walker was born in Bradford in 1879. He studied art at Bradford College of Art between 1895 and 1900 and the Royal College of Art between 1900 and 1906. Between 1906 and 1908 he was Head of the Design Department at Sheffield Technical School of Art. In 1908 he was Head of the Art Department at London County Council Paddington Technical Institute. In 1911 he became Director of Art at Cheltenham Ladies College, and in 1921 he became Headmaster at Scarborough School of Art.

Walker exhibited at the Royal Society of Arts, Birmingham, Glasgow Institute for Fine Arts, Walker Art Gallery, Liverpool, Royal Academy of Arts, Royal Society of British Artists, Royal Cambrian Academy, and the Royal Institute of Painters in Watercolour.

In the original painting of the clock tower there was a bus shelter in front of the tower, which is now long gone. The house to the left of the picture appears to have been replaced by bungalows in the 1960s. The watercolour painting, dated 16th May 1941, is part of the Recording Britain collection in the V&A Museum.
