This unique giraffe has a human holding onto a rope on the animal's tail. Why - giraffe have not been domesticated. Maybe this is called 'Giraffe and Silly Man?'

This piece is found at 3rd and Lincoln in downtown Loveland. The giraffe has mirror 'spots' on one side; polished steel 'spots' o the other. The man is there why?
