This boat is apparently named Ilha da Culatra, although probably this is not her real name. Ilha da Culatra is in fact the name of the place where the boat stands, meaning Culatra Island. So it's probably a welcome sign which was painted after the boat was placed in this location.

It's a traditional fishing boat from this area; Culatra is the Southernmost village of Portugal, located in a small island off Faro, and it's a fishing community.
