Evacustes A Phipson was born Edward Arthur Phipson in 1854 in King’s Norton. He changed his first name to Evacustes, a greek word meaning easy listener. He emigrated to Australia, but returned in 1889 to earn his living as a painter. He produced many paintings of local scenes across Britain. He died in Rye in 1931.
The artist would have painted from the safety of the South pavement of the street. The painting is a watercolour and is in the collection of St Albans Museum.
