Capped iron posts are usually a foot tall with a tablet atop. This one is more like a rod with the top slightly below the pavement. Possibly the pullout has been repaved after this was monumented, covering the top. Luckily it has been marked with surveyor's tape and yellow paint. NB - the painted target is no longer there.
