This two-story brick city hall building dates to 1973. It houses Dover city government, which is organized as a manager-council system with an elected mayor. There are nine members on the city council, eight representing districts plus one at-large member. The city council meets on the second and fourth Mondays of each month.
Dover is the Delaware state capital and the second-largest city in the state (population 37,366 as of 2013). The city was founded by William Penn in 1683. Dover is also the county seat of Kent County and was named by William Penn for the city of Dover in Kent, England.
