This two-story brick city hall building dates to 1973. It houses Dover city government, which is organized as a manager-council system with an elected mayor. There are nine members on the city council, eight representing districts plus one at-large member. The city council meets on the second and fourth Mondays of each month.
Dover is the Delaware state capital and the second-largest city in the state (population 37,366 as of 2013). The city was founded by William Penn in 1683. Dover is also the county seat of Kent County and was named by William Penn for the city of Dover in Kent, England.
Among Dover's notable attractions is the Dover International Speedway, where two NASCAR race weekends are held each year. It also holds a harness horse racing track and a hotel/casino.
Dover is also home to the Dover Air Force Base. The base is noted as the home for the largest military mortuary in the Department of Defense; remains of service people killed overseas are commonly sent to Dover before being returned to family members.
