The carriage used to be one of the many mail delivery devices for the city of Anaheim. I do not know how many were in service, but this one is on public display inside the barn of Founder's Park. It is small compared to other mail carriages before, but when this was the only way to deliver mail, Anaheim didn't have Disneyland and was not even on the map yet.
The plaque says, "Writer George Wharton James concluded that Southern California's climate invited residents into the open. Throughout its entire history, Anaheim has proven James correct. In period photographs, hand pumps shared backyards with swings while chicken coops competed for space with horse barns. Windmills, in a variety of shapes caught breezes bred over the Pacific Ocean to pump water gathered below. Just as the interiors of the houses in Founder's Park illustrated indoor life, the backyards reassembled here reminded visitors that California's, then as well as now, extended their home life out of doors."
