Here's a second flag that apparently needs both solar and wind power in order to flutter in the breeze.

Actually, the solar power is used to illuminate the flag at night. Nifty idea, really. The flagpole is set near the eastern edge of the Veterans' section of the Newhill Cemetery. The cemetery is at the far western edge of Anaconda on Stumptown Road, which is an extension of Washoe Road, the last street on the south edge of town.
The solar power consists of a pair of solar panels and a storage battery at the pole, with a pair of, we assume, high efficiency lights mounted further up the pole and aimed at the flag.
