L'histoire de Sainte-Philomène commence au cours de la dernière moitié du 18e siècle, jusqu’alors sous le régime français. Le village de Sainte-Philomène voit le jour au début du 19ème siècle. La paroisse est fondée en 1840 alors que le premier conseil municipal est créé en 1845. Sainte-Philomène est accordé le statut de ville en 1964 et le 17 Août 1964, elle change son nom de Sainte-Philomène à Mercier. Le monument situé en face de l'église commémore les festivités civiques organisées en 1964 marquant l'incorporation de la Ville de Ste. Philomène.
Mercier grandit, lentement mais sûrement. Avec les années, elle s’est dotée d’un service de police, d’un service de pompiers, d’un aréna, d’une bibliothèque, d’un centre communautaire, de nombreux parcs, de terrains de soccer, etc. Quatre écoles, dont une toute nouvelle en 2012, une polyvalente et un hôpital à sa limite nord, une vaste plaine agricole au sud et à l’est, une rivière à l’ouest et des maraîchers partout.

The history of Sainte-Philomene begins during the last half of the 18th century, then under the French regime. The village of Sainte-Philomene appears at the beginning of the 19th century. The parish is founded in 1840 while the first municipal council is created in 1845. Sainte-Philomene is granted city status in 1964 and on 17 August 1964, it changes its name from Sainte-Philomene to Mercier.
