At the conclusion of the Second Battle of Guam the Orote Peninsula was surveyed by the US Seabees and found to be a suitably strategic point for the establishment of what is now Naval Base Guam. The former residents of the village of Sumay were evacuated and construction and clean up efforts soon began. With the pile up of enemy corpses the most expedient method of disposing of them was to dig mass graves. At this site alone over 3,000 Japanese soldiers were buried and forgotten about.

In 1972 exhumation efforts were conducted to recover all the bodies. In formal ceremonies headed by Buddhist and Shinto priests from Japan, with the help of the US Navy, the remains were cleansed, blessed, and buried at the Pacific Memorial Park in Yigo.
