The monument covers the period 1793 - 1794 and was inaugurated on 12th August 1894. It originally stood outside the Town Hall, facing the sea, but at some point moved a small distance to its current location at the edge of place Paul Reig, near to the D914.
The base of the obelisk has a bronze medal attached to it showing the head of mayor Rocaries wearing a cap with cockade inset in laurel wreath and palm. Below this is a stone carving of the coat of arms of Banyuls, a boat in sail on a shield. The top of the obelisk is decorated with a crenellated tower.
