John Barry was born in Ireland and was an officer in the Continental Navy during the American Revolutionary War and later in the United States Navy.

This sculpture is set on the western side of Franklin Square Park in the District of Columbia.
The life-size work depicts him in full military dress with his Commodore's hat and a long cape. He holds a sword to the ground with his right hand. It is set on a plinth about 10 feet high with the relief depiction of a woman who is probably an allegory for Victory. The inscription below reads:

"JOHN BARRY
COMMODORE UNITED STATES NAVY
BORN COUNTY WEXFORD IRELAND 1745
DIES IN PHILADELPHIA 1803"

The artist of the 1914 work is John J. Boyle.
