Although Seaplane Harbor is not a free museum, actually quite the opposite, these anchors are on display in a public area so you won't need a ticket to approach them.

There is a board nearby explaining they are of the kind "drag anchor", from the 18th and 19th Century, used in the Swedish and Russian navies and not in service anymore.
