This pump does work, but there is a sign nearby that tells you not to drink it. It is between the El Toro Grammar School and the historic church.

How to find.:
Enter from the main entrance of the park, in the shopping center. Head left and follow the stair case down to the El Toro Grammar School. Pump is on the right side of the school in the back.
