There is no explanation on the spot, but it definitely looks like an engine to pull up (and drop) an anchor of a medium sized ship. It's located not far from main harbor of Tallinn and there is a ship propeller on display nearby.

It's condition is average. Probably it was fully renovated when it was placed but the elements brought some rust and the paint is not so great anymore.
