Finnish architects Armas Lindgren and Wivi Lönn designed this mixed Jugend-Classical style performing arts building. The building has two wings, one side for a theater and the other for a concert hall. The lower part in the middle contains a restaurant and a cloistered court yard. The complex was opened August 24, 1913. At the time is was opened, it was the largest building in Estonia.

In 1914,, after the outbreak of the World War I, the theater building was converted into a military hospital and the balcony side of the concert hall was used as an Orthodox church. On April 23, 1919, the first Estonian Parliament met in the concert hall. In 1934, The theater building was reconstructed and a new hall was added to the building.

During World War II, a Soviet aerial bombardment, on March 9, 1944, destroyed much of the building. After the war it was rebuilt in the neo-classical-Stalinist Classism style designed by architects Alar Kotli and Edgar Johan Kuusik. The architect tried to preserve the look of the Estonia Avenue side façade but altered the other sides.

The concert hall was re-opened in 1946 and the theater in 1947. Reconstruction was mostly completed 1951 but the part between the two flanks was not completed until 1991.

Currently the State Concert Institution performs in one wing and the Estonian National Symphony Orchestra in the other wing. In 2003, a chamber hall was added to the opera house and in 2004 the theater hall was refitted with a new stage.

The stamp was issued by Russia in 1950 as part of a series of four stamps to commemorate the 10th anniversary of the formation of the Estonia S.S.R.
