Official Description:
Winged female figure of Victory, wearing drapery and a crown of laurel leaves. She holds a sword in her upraised proper right hand and steps forward with her proper right foot. The sculpture is mounted atop a gray granite base with bronze honor roll which features relief of an eagle and flag.
The honor roll represents at least 7% of the city population at that time.
The memorial is located off to the south side of the city park.
