This is located along a walking/running trail that is in the capital city. The plaque says, "In memory of Carl William Armstrong. February 25, 1950 - March 5, 2009 Our son, brother, husband, father, friend, colleague. Revered Virginia public health Physician. Strong proponent of the Virginia Capital Trail Project. Long Standing member of the Richmond Area bicycling association. Tandem Captain of 'Blazing Saddles'. Carl, your impact has enriched many lives and will be felt for generations. We dedicate this respite in your honor."
