These two statues are placed at the entrance to Yeonsu Temple, although there is evidence of additional landscaping in progress. As with most Buddhist temples, these represent guardian spirits. Temples with entrance arches and gates usually have these figures painted on the gate doors, or mounted within the gate area. That may be the ultimate plan at this location.
Yeonsu Temple, or hermitage, is fairly recent in origin dating from 1930 with new renovations after a fire in 1980. There was a smaller fire again in 2010 and there were construction materials around the site during this visit in December of 2010.
