The Hi-Way Patrol was an early grader manufactured by the Russell Grader Manufacturing Company. Intended to be pulled by a team of horses, it weighed 1,050 pounds and came with a 6 foot by 14.5 inch blade that could be manually angled in azimuth, pitch and side to side angle. Judging by the number of them still to be found, they were quite a popular grader in their time. The serial number, hard to read, appears to be #H 7253. If that is correct, this is a No.2 , manufactured between 1923 and 1926.

Russell was bought by Caterpillar in the 1930s and production of their graders was continued by Cat.
