This work is by the notable Icelandic sculptor Einer Jonsson whose works are informed by Icelandic and Norwegian mythology. Google translates the title of this work "Um Alogum" as "The Spells", so, it doesn't seem to be a direct reference to a particular mythological figure. Here the work depicts a man holding a large shield triumphantly with his left arm while cradling a child atop of a huge sword with which he has apparently slated the winged dragon slumped below him.
The placard does not date the work. Read more about Jonsson at (visit link) which gives us the artist's birth and death dates as:

May 11, 1874 – October 18, 1954".
