This building had three different architects. It started with Samuel Hooper who died in 1911. V.W. Horwood took over but after an overcharging scandal, he was replaced with John D. Atchison. (visit link)

The Blind Justice Frieze Art is over the columned “grand entrance” on Kennedy Street. "its impressive public entry on Kennedy Street with broad stone steps leading to a columned, pedimented portico with the figures of Justice and two supporting figures in the tympanum." (visit link)
