This bell tower is located along the south side of the permanent seating at Willamette National Cemetery. According to the dedication plaque, the bells are dedicated "In Honor And Loving Memory of All Veterans." They were donated by the Oregon State Federation of Garden Clubs, using contributions from a number of clubs, individuals, families and patriotic organizations. The plaque is dated May 26, 1975. A second plaque, dated June 1989, notes the contributions of Florence Mason resulted in the bells and beautification of the cemetery.
