This is an old German Benchmark located at the town hall (German: Rathaus) in Herrenberg, Germany, Baden-Württemberg.
The year of creation is unknown. But the empty space below the eagle seems to be from a removed swastika (Hakenkreuz) of the Nazis.
It is located on the left of the main entrance, about 15cm above the ground.
The diameter of the disk is about 10 cm.
