A simple arrangement of 9X9 rows (81) steel tubes painted in a rainbow color scheme on a concrete and steel base. It is listed as Untitled in the SRIS but is also known as Rainbow Poles. Most people I know just say the pipes on 16th and Q. The owner is listed as the Fuller Obrien Paint Company, which used to be located at the site, the nearby business is now a blood bank.
