This memorial is dedicated to a man who fought in the African Campaign in the late 1800's and died while over there. The wikipedia entry is only in Spanish, so I Googled translated most of it to, "The Monument to Captain Melgar found in Lepanto Gardens at Plaza de Oriente in Madrid (Spain). It was inaugurated on December 21, 1911 being the sculptor Julio González and García-Pola and represents the bust of the Spanish Army captain Angel Melgar (1876-1909). With dimensions of 3.60 meters x 1.60 meters 1.60 meters, the bust is made ??of bronze and gray and black marble."
