The mural was painted as part of the 2012 Love Culburra Beach Festival. It takes up the entire side wall of a second hand clothing store called "Stuff". The mural faces a vacant lot so you can touch it if you wish.
The festival website gives general information about the 2012 event but does not mention the mural.
The subject King Neptune is appropriate as Culburra Beach is predominantly a headland which projects into the Pacific Ocean & festivals often have a King or a Queen at the head of a parade. King Neptune would be the closest to a King the locals could expect in this part of the world.
