The Dam here is a unique “Caméré Curtain” style dam using moveable curtains consisting of narrow horizontal strips of wood hinged together, which are raised or lowered to control water flows. It's the largest of this type of dam in world and only known use of this type of dam technology outside Europe. The Red River, especially the area from here north to Selkirk, is commonly called the Catfish Capital of the World.

The St Andrews Lock and Dam were officially opened in 1910 by Prime Minister Sir Wilfred Laurier. The American Consul General complained that the new dam would prevent fish from traveling upstream to the United States. Three year later, in 1913, this concrete fishway was created. It's the largest fishway in Manitoba consisting of 32 pools, each one is 6 inches below the adjacent pool. Large catfish weighing 20-25 pounds are often spotted using the fishway.

It is illegal to catch fish within 75 feet of the fishway but, of course, the pelicans ignore this law and in the summer, there are often hundreds of pelican near the St Andrews Lock, Dam and Fish Ladder.
