This memorial on the OSU campus is located in the International Mall, north of the Edmon Low Library. The plaque details Harry S. Truman's Four Point program in his Inaugural Address. Former OSU President Dr. Bennett was appointed the first director of this program.

Here on the International Mall of the Oklahoma State University campus are displayed the flags of many nations of the world, symbolizing the dedication of the university to the principle of International cooperation. This principle was eloquently expressed as point four of the 1949 Inaugural Address of President Harry S. Truman, which included the words
..."the material resources which we can afford to use for the assistance of other people are limited, but our imponderable resources in technical knowledge are constantly growing and are inexhaustible...our aim should be to help the free peoples of the world, through their own efforts, to produce more food, more clothing, more materials for housing, and more mechanical power to lighten their burdens."
The first director of the Point Four Program was Dr. Henry Garland Bennett, President of Oklahoma State University, 1928-1951. Technical assistance and international programs became an integral part of the program of the University with the inauguration of a program of Oklahoma State University in Ethiopia in 1952. In accordance with the objective of Point Four this mall is dedicated to a world better tomorrow than today.
