"James Stephen "Big Jim" Hogg (March 24, 1851 – March 3, 1906) was a Texas lawyer, doctor and statesman, and the 20th Governor of Texas. He was born near Rusk, Texas. Hogg was a follower of the conservative New South Creed which became popular following the U.S. Civil War, and was also associated with populism. He was the first Texas Governor to have been born in Texas. Jim Hogg County is named after him."

The 8-foot bronze portrait statue of Governor James ("Jim") Hogg shows him standing, dressed in knee-length coat and holding a western style hat in his proper right hand. He stands atop a two-tiered base.

The statue is one of six portait statues lining the South Mall of the University of Texas at Austin, originally completed to surround Coppini's Littlefield Fountain. The other portraits are of those of Woodrow Wilson, John H. Reagan, Robert E. Lee, Albert Sidney Johnston and Jefferson Davis. The fountain and portrait statues were funded with a $250,000 donation by Major General George W. Littlefield, an Austin philanthropist and former Chairman of the University of Texas Board of Regents. When changes were made to the initial design of the memorial fountain, the portrait statues were incorporated into Paul Cret's landscape program for the campus and placed lining the South Mall instead of around the fountain as originally intended.
