"O bairro foi estruturado e edificado no âmbito da actividade do Serviço de Apoio Ambulatório Local (SAAL) criado em Agosto de 1974 pelo poder central, partindo da iniciativa de Nuno Portas, então secretário de Estado da Habitação e Urbanismo do II Governo Provisório. As chamadas "operações SAAL" decorreram entre 31 de Julho de 1974 (data do despacho da criação do SAAL) e 5 de Novembro de 1976, data de um despacho emitido pela Comissão Directiva do Fundo do Fomento da Habitação, que veio rever a relação entre o Fundo do Fomento da Habitação e as equipas projectistas, questionando a acção das brigadas técnicas. As operações SAAL comportaram um carácter profundamente experimental, tratando-se, de acordo com Nuno Portas, de uma iniciativa de natureza "não convencional" que tinha, acima de tudo, o intuito de criar um "loteamento eficiente" e que assentava em pressupostos de natureza diversa."
