This small sculpture depicts a rodeo rider atop a horse with just one hoof left on the ground.
The Museum placards explain:

and
"Of the six splaying legs in this sculpture, only one connects to the ground. Harry Jackson emphasized the precariousness of the moment with the unusually small base (which he molded from a coffee can). This sculpture is a portrait of a horse Old Steamboat and rider Clayton Danks, who won the world championship at the Cheyenne Frontier Days rodeo a century ago."
