The Colonial Revival style is in keeping with the dominant style in the Common District. The construction cost on this building was about 30,000 by Joseph Vandreuil, general contractor. The interior is finished in neutral oak.

The building was given by William Henry Dexter, a native who made his fortune, which was fairly typical on the period. This building provided the space for all civil functions in Charlton and served as a library and meeting hall.
