At Tenth Street, where the Avenue also intersects D Street, is another open area or plaza, having for its central feature a statue of Benjamin Franklin (11), the work of a French sculptor, Jacques Jouvenal. ---Washington City and Capital 1937
This statue of Printer, Philosopher, Patriot, and Philanthropist Benjamin Franklin stands on a pedestal in front of the Old Post Office Pavilion on the corner of 12th Street NW and Pennsylvania Avenue NW. Based on the above information from the American Guide book, it sounds like the statue was possibly located a block further east back in 1937. The statue was sculpted in 1889 by Jacques Jouvenal. Franklin's statue was placed in front of the Old Post Office building because he was also a postmaster, appointed by King George III before the Revolutionary War.
