A plaque on the side of the fountain tells us:

Opened by
The Rt Hon The Lord Mayor
Alderman David Brewer CMG
15 March 2006

The fountain's reservoir is elliptical in shape with the long axis in a north east/south west direction. A retaining wall is constructed around the reservoir with the south west portion being open so that the wall has a horse shoe type shape. At the open part water runs over the edge of the reservoir. The water is collected beneath the reservoir and pumped back into the reservoir and appears through about fifteen small jets of water in a vertical direction. The jets are arranged in a semi circle.
