The St. Clairsville Public Library was built in 1930 originally as the Second National Bank Building. The two-story brick building is in a Neo-Classical style common to bank buildings of its era. The building features round arched windows and decorative moldings. The building was converted to the public library starting in 1953 and was dedicated January 8, 1955. It has had two additions since its conversion but has retained its original appearance. The building is in excellent condition.
