These window boxes have probably been placed here so that some decoration could be given to this, otherwise, bleak alley. As there is little sunlight penetrating down to the base of the alley flowers may find it difficult to survive hence this choice.
The bushes have been trimmed to give them some character and vary between balls and cones.
Not the best examples but someone has made the effort.
