Chewelah Skate Park is behind the civic building, which houses the city hall, fire department and the police - they can just look out the window to keep an eye on the going's on at the skate park.

This certainly isn't a professionally designed or built park, all "home made". I imagine it serves the purpose, though. The park itself, however, is sufficiently spacious as to allow plenty of room for expansion.
Bikes are not specifically proscribed in this park, so we must assume that they're allowed.
