There is little information available on the internet about this sculpture, so I will describe it on my own.

Constructed of stainless steel rays and a copper center sphere (a nod, I presume, to Arizona's copper industry), this gorgeous sculpture glistens in the plentiful Arizona sun. It measures approximately 25' in circumference, and hangs directly above the entrance to the building. It is impossible to miss!!!

I could find no plaques relating to this sculpture, so artist and title information is unknown.
