During the Spanish-American War, the State Fair grounds also contained Camp Harvey , named for Louis Harvey, the Wisconsin governor during the Civil War. Camp Harvey became a staging area for the war, where 5,469 Wisconsin National Guardsmen were staged for the war, about half of whom actually served in Puerto Rico.
