There does not appear to be a logical reason as to why the architect of this building decided to display an eagle on the roof. The eagle's head is turned to the right and, from its location, would get an excellent few of York Minster over the rooftops. The statue, that is estimated as being life-size, appears to be in good condition.
This building is Grade II listed with the entry at the English Heritage website telling us:
House and fishmonger's shop; now restaurant. Dated 1898 with C20 shopfront. Red brick in English garden-wall bond, with dressings of moulded brick and buff faience; pantile roof with brick stacks.

Entablature comprises panelled frieze and moulded dentilled cornice beneath panelled parapet interrupted by pedestal piers crowned with ball finials: frieze and parapet panels moulded with garlands of fruit. Scrolled pediment to centre bay has moulded eagle finial, and tympanum incorporating date, monogram of YAC and the York City shield of arms embedded in palm fronds. Centre window is recessed beneath elliptical arch with grooved keyblock on 4 orders of colonnettes with moulded capitals: window is canted bay with Ipswich window in centre beneath scrolled pediment.
