It's hard to get information out of a panel in Russian or Ukrainian if you don't know the language so there isn't much to say about this building. It's located in an area of Odessa in expansion, mostly for touristic reasons, as it's near the first access to the beaches surrounding the city.
Most probably this building - looking quite luxurious from the preview depicted in the panel - will be for vacation apartments.
